Issue: Did Bar Counsel prove by clear and convincing evidence that a lawyer violated the Rules of Professional Responsibility by requesting reimbursement for travel expenses beyond the amount he was entitled to?

Holding: Because the attorney never attempted to deceive or defraud, and believed he was entitled to the fair-market value of the expenses and costs requested, the Court did not find the trial court's conclusions in his favor to be clearly-erroneous and dismissed the charges against him.
